MOS System for foreign citizens
The MOS system – new rules for submitting residence applications for students, PhD students and researchers
From 27 April 2026, applications for permits for:
- temporary residence,
- permanent residence,
- long-term EU residence
must be submitted exclusively online via the MOS (‘Moduł Obsługi Spraw’ – ‘Case Management Module’) system.
The system was implemented by the Office for Foreigners and is designed to streamline the process of legalising the residence of foreign nationals in Poland, including students, PhD students and researchers.

What is the MOS system?
MOS (Case Management Module) is an online portal that allows users to:
- submit residence applications electronically,
- manage their cases online,
- submit documents electronically,
- streamline communication with the provincial office.
From 27 April 2026, the MOS system will be the only way to submit applications for a temporary residence permit for the purpose of studying at higher education institutions.
Information for students holding a Polish Card
Holding a Polish Card makes it easier to regularise your stay, but does not exempt you from the obligation to obtain a temporary residence permit once you have started your studies in Poland.
Students holding a Polish Card, as well as those who have been granted Polish citizenship, must submit their applications exclusively via the MOS system.
How do I submit an application via the MOS system?
- Fill in the online application form
The application for a temporary residence permit must be completed online at:
- Provide the Academy’s email address
When completing the application form, AMKP students must provide the following email address:
The Academy will get an attachment sent to the address provided.
- The Academy fills in the attached document
The Academy is required to complete the attachement to the application directly within the MOS system.
The absence of the attachment makes completing the submission of the application impossible.
- Submit of the application
Once the form and attachments have been filled out, the application is automatically forwarded to the relevant Voivodeship office.
Important information
Applications for a temporary residence permit should be submitted after you have started your studies or whilst you are studying, in order to maintain the continuity of your legal residence in Poland.
